Fighting for equitable and common sense solutions2019 Proposed Short-Term Rental Ordinance
The City Planning Commission has already held hearings on the proposed ordinance and subsequently recommended it to City Council for deliberation. The Council has referred the ordinance to two Committees – Public Health & Safety and Planning & Economic Development – who are set to consider the regulations and hold public hearings soon.
While we support and encourage the regulation of the short-term rental industry, we’d like to see a fair set of standard practices that will support responsible short-term rental operation. Specifically, there are four parts of the proposed ordinance that we are against:

PRINCIPAL RESIDENCE REQUIREMENT
All short-term rentals must be the owner occupied.
This requirement will make the majority of Detroit’s existing short-term rental properties illegal. We support inclusion for all, including non-owner occupied units.
90 – DAY PER CALENDAR YEAR LIMIT
A short-term rental will only be allowed to operate for 90 days out of the year.
Currently, there are over 900 Airbnb’s operating in Detroit with an average occupancy rate of 69%. We propose a minimum of 180 days.
ONE PER 1,000 LINEAR FOOT LIMIT
Only one short-term rental (on a first-come, first-serve basis) will be allowed per every 1,000 linear feet.
We support a density restriction thats based on a % of total units per block. We believe this would be a more equitable solution.
10 GUEST MAXIMUM
No more than 10 people are allowed at once in a short-term rental regardless of the property size.
We propose using the current occupancy code to define the max number of people that can occupy a property.
2020 brings new challenges for short-term rentals in Detroit and surrounding areas. More proposed legislation are in the works and requires all of us to be informed, equipped, and ready to let our voices be heard.
